The set up of the local government was to have a close relation with the citizens and be informative to the citizen on what they are supposed to get from the national government as their right. It created a good platform for the public to raise their concerns in the public places, stage demonstrations, and engage the officials and be able to run for the positions in the office. Alexis de Tocqueville observed that the essence of the local government would be bringing the knowledge concerning the American citizens closer to them. He signifies this step to the school setup where science is learnt even in the lowest level of institutions. The vast extent of the republic is the main shareholder in the effect of factions because it is less likely that faction will take place amongst representatives from a wide-spread geographic area. Most American citizens would also be inclined to make available a wider collection of candidates fit for office, and the bigger number of voters indemnifies better assortment and makes it much more likely that they will chase the interests that mount up to the advantage of all citizens rather than to a narrow faction. The party in the electorate, the Electoral College, essentially improves the position of minority groups. This is practical when the voters of minorities in a State make the variation between winning all the State’s electoral votes or none of the State’s electoral votes. Since ethnic minority factions in the United States turn out to focus on the State with the many electoral votes, they suppose significance to presidential candidates well out of percentage to their number. This principle is also relevant to other interest groups like labor unions, and environmentalists among others.

The party organization campaign reforms were set following Watergate campaign indignity; the scandals concerned many things, including the unprincipled raising of enormous sum of campaign finances by the Nixon campaign. These funds were secretly raised in return for campaign guarantee to a range of interest groups. The modification included reporting, limits, and communal funding of presidential election.
